Leanne R. Hoffmann, PE, PP, CME

Hoffmann serves as President-chief Operating Officer at Atlantic Consulting Engineers.  She has over twenty-six (26) years of experience in both the public and private sectors.  She has worked as an appointed engineering consultant for multiple municipalities, an appointed in-house engineer, and a private design civil engineering consultant.  She holds a Bachelor of Science in Civil Engineering with a separate Specialization in Construction Management.  Ms. Hoffmann is a Licensed Professional Engineer, Licensed Professional Planner and a Certified Municipal Engineer.

Hoffmann started her career as a design professional and worked toward project manager and senior associate level of management.  Early in her career she performed site inspections, board reviews, bond analysis and preparation, bond reductions, grading and utility plans, stormwater design, HEC-II analysis, septic design and multiple other facets of civil/site design.

Hoffmann earned the position of client manager for several municipal and private clients throughout the state.  She has worked on both municipal capital projects and private residential and commercial development.  Often the Municipal Capital Improvement projects consisted of grants and financing that she was an integral part in obtaining and managing.

On the private development side, Ms. Hoffmann managed multiple professional design teams to meet private client driven deadlines.  This entailed managing multiple teams on multiple projects with different site development issues.  Each design team had to be coordinated with survey, permitting, geotechnical, CADD and stormwater needs of each site.  Her involved was often from feasibility studies, to conceptual design, investigatory work, preliminary and final design, planning testimony through to construction.  She has worked on projects from Wildwood Crest in southern New Jersey to West New York in northern New Jersey.  Her experience spans almost every County in New Jersey both on the public and private sector.

Leanne currently serves as President and Director of Operations for Atlantic Consulting Engineers.  In this capacity, Ms. Hoffmann is responsible for client management, marketing and project deadlines.  She is also in responsible charge Accounts Receivable and of Quality Control.  Ms. Hoffmann oversees all Planning aspects of the firm.  Ms Hoffmann also manages multiple design projects including staff oversight, subcontractor coordination, client meetings, and project completion.

Hoffmann was named “Young Engineer of the Year” in 1999 by the New Jersey Society of Professional Engineers.  Some of her projects have been recognized by the engineering and planning community of New Jersey.

Robert J. Strang-Wolf, PE

Robert J. Strang-Wolf, PE

Mr. Strang-Wolf serves as Vice President – Director of Engineering at Atlantic Consulting Engineers.  He has over 28 years’ experience in all aspects of public infrastructure and private site development design and construction. Mr. Strang-Wolf has managed the design of projects for the New Jersey Department of Transportation, numerous Counties, Municipalities, and private sector clients. His expertise includes geometric designs of sites and highways; storm drainage design; construction traffic   control; design of roadside safety improvements including attenuators and guide rail; utility location and relocation coordination; construction management; and preparation of right of way acquisition documents. He is well versed in NJDOT, AASHTO, MUTCD, RSIS, and NJDEP design standards and policies.

During his professional career, Mr. Strang-Wolf rose through the ranks beginning as a project engineer for land development sites, technical manager and project manager for various transportation departments and projects, and was selected as design engineer for a newly formed Special Projects Group for an $80 Million dollar reconstruction of NJ Turnpike interchange 13A. As a team member of this Special Projects Group, Robert also successfully served a supporting role to the Port Authority of NY/NJ as an on-site technical manager for the Newark Liberty Airport $3.8 Billion dollar reconstruction. Prior to founding Atlantic consulting Engineers, Mr. Strang-Wolf managed a highway engineering department managing in excess of $1 million dollars in contracts annually.

Robert currently serves as Vice-President and Director of Engineering for Atlantic Consulting Engineers. In this capacity, Mr. Strang-Wolf is responsible for the development of all civil engineering projects for the firm, coordination with all sub-consultants, and monitors design staff to ensure adherence to applicable standards. Mr. Strang-Wolf also provides Forensic/Expert Engineering analysis for clients whom are experiencing construction related issues on their projects or residences.

Mr. Strang-Wolf has managed and designed projects that have won industry merit awards for their innovation and design build aspects.

In April 2000, Mr. Strang-Wolf received the Outstanding Young Professional award from his working peers. This award is bestowed upon individuals who demonstrated excellence in their work product and the willingness to go above and beyond expectations in their performance.

    Atlantic Consulting Engineers, LLC was formed in 2011 by two partners who wanted to provide clients a more personal experience in an engineering firm. The company is a small business and woman-owned business enterprise (SBE/WBE). The company’s mission is to provide outstanding client service while maintaining engineering excellence. The founding of the company was the result of both the principals desires to meet the need for individualized clients in the market sector. The company, Atlantic Consulting Engineers, LLC is founded on the principal of being able to interact directly with the partners while working toward achieving the client’s vision.

    Atlantic Consulting Engineers has offices located in both the Borough of Sea Girt and Wall Township, Monmouth County, New Jersey. Our central New Jersey location allows us to provide convenient access to clients statewide.

    Municipal Engineering

    Atlantic Consulting Engineers, LLC (ACE) has extensive experience in Municipal Engineering.  The principals in the firm are well versed in the need for accurate budget consensus designs for municipal clients.  The need to serve the public while keeping cost and value engineering at the forefront are important in this type of work.  Whether it be a small culvert replacement or  roadway reconstruction design or development of a park complex  ACE always will work closely with the Municipal Client to understand the scope, financing and public goals of the project.

    ACE has prepared numerous bid plans and specifications for publicly bid projects.  ACE is conscious of preparing documents that execute the project but also help to protect the client always.

    Permitting

    Each site that a client has to be developed should be thoroughly reviewed for any and all applicable permitting.  Atlantic Consulting Engineers, LLC (ACE) is fully staffed to handle this review.  Prior to full engineering design of a site, a review of applicable local, state and federal permits should be completed.  This can and may include, NJDEP, NJDOT, TWA, SCD, County and State Agency permits.  Depending on the proposed use of the site there may be other permits that will need to be obtained.  The potential permitting issues can be identified in a Feasibility Study, if the client requests.   It is important for the client to know what permits may be necessary for the proposed use as they may impact the total cost of the job and therefore feasibility of the development.  Once a project is approved to move forward, ACE has the staff to be able to complete the necessary studies, investigations and applications for those permits that are deemed necessary for the subject site.  Many times the permits are contingent on the client and architect fitting out the building(s) or proposed structures on the site.  This is another important reason to involve the Engineering/Civil services at the onset of the job.

    Land Development

    Civil Engineering is an integral first part of any type of land development.  A client should always consult with a Planner and Engineer regarding initial site design in order to review any site constraints which will help to determine the allowable buildable footprint.  Land Development should be a process that entails all variables.  IN order to properly develop a site the client should be aware of any issues that affect the development of the project.  The site constraints can vary from the physical, i.e. wetlands, steep slope, etc., to the non-physical, zoning, endangered species, right of way issues and others.  Atlantic Consulting Engineers, LLC, (ACE) has both planning and civil engineering capabilities to work with clients from inception to Planning and Engineering a site that can be constructed.  ACE has experience in working with the client and the architect at the onset in order to review conditions that will influence the overall design of a site.  Once this has been completed, ACE has the staff and capabilities to handle site plans from the initial feasibility planning process to Board Approval through to construction.  Site Design includes coordination with other disciplines, the client and preparing a set of detailed drawings that are accurate and can be built successfully.  Site design also includes layout, design, stormwater management, permitting, geotechnical investigation, environmental studies, grading, utility coordination and details in order to prepare a complete buildable set of construction plans.  In many instances ACE is authorized to take it a step further and complete a set of bid plans and specifications for the client to utilize to bid the subject project.  At this juncture ACE can aide in the proper development of the site with Shop Drawing review and onsite construction management.

    Atlantic Consulting Engineers, LLC (ACE), has provided planning services for municipalities and private sector clients throughout the State of New Jersey. ACE has helped their clients to develop desirable neighborhoods and communities in both suburban and urban settings. The key to a successful community lies in the initial planning and conceptual design. Whether a client needs a bulk variance, use variance or is redeveloping a site ACE can help bring that project to fruition. Proper planning is the key to success in development. This includes reviewing existing zoning information, meeting with the key professionals at the local level, reviewing and pertinent Redevelopment Plans or Master Plans and providing the client with valuable educated input early on in the process. This type of planning has proven successful when the planning initiative is reviewed early in the development process. ACE is well versed in the planning area and can help our clients achieve their goals and build a successful project.

    In addition, ACE listens to the client’s needs for the development, provides insight regarding the proposed development potential, and helps to obtain a project that is sustainable and successful. ACE has achieved success in its planning services based on communication with the client but also by understanding the existing surrounding community. Understanding and knowing the needs of the community are paramount for a development project. Proper planning is based upon knowing the existing surrounding community and ensuring that the new development is an extension of the values and needs of the community while at the same time providing a valuable product for the end user. ACE has been an integral partner in many communities throughout the State of New Jersey. These projects range from development of farmland, redevelopment of brownfields sites, resort development and urban in-fill and redevelopment projects.

    Based on our background and experience, ACE has the familiarity with all aspects of municipal planning and redevelopment. It is this experience that lends itself well to clients who want to develop in this current market. Understanding the governance and planning process is instrumental in being able to obtain an approval.
